Timmins fined following practical joke

St. Paul police released footage showing a man making a joke while at a St. Paul park.

The video shows a man with a scarf in his hand walking in the park at around 3:15 p.m. Wednesday.

He asks a woman sitting at a bench, "Can you help me?"

The woman says, "I have to go take a walk." The man can be seen looking up at the woman and making a joke as he walks up and over the bench, continuing to walk away.

The woman said, "I have to get to work, I have to get that book out, that book is for sale."

Police said the man walked away without any items and said something to himself, while the woman watched as the man then walked to another bench and sat down to watch the TV.

St. Paul Police Cmdr. Andy Kavanagh said officers saw the man after he left the park. They did not see him again until after 7 p.m. Wednesday.

"At first, officers thought he was a joker, but now we think he was simply joking and walked away without doing anything to them," Kavanagh said. "However, it's important to remember that there is still a crime going on at the park where we may need to contact the perpetrator."

Iraq council edges towards interim constitution after 'constitutional crisis'

US and Iraqi Prime Minister Nouri al-Maliki will be negotiating a new constitution on Wednesday. This document will likely include elements of those which had failed to win victory in parliamentary elections in September. The deal will include both the terms of reference for the process and the terms of the final constitution, which will be based on the principles laid out in Article 75 of the constitution, the central tenet of Iraq's sectarian politics.

This arrangement is identical to the position the US and its European allies are taking with respect to a draft charter to govern Iraq after the August 13 elections, which they hope will be endorsed by the United Nations Security Council. Negotiations of the draft charter between the main opposition groups and the government are also expected to begin on Monday.

The constitution is essential to prevent the Iraqi government from being held accountable for violations of the fundamental rights of its people in a sectarian context and it seeks to remove any reference to the legitimacy of the Iraqi government before any political process can take place. The draft document is the most significant step since the fall of the Iraqi army in January 2012. It will be drafted by an influential assembly of Iraqi Sunni tribal tribes to be led by Nouri al-Maliki, the prime minister who served as prime minister in 2004 and 2007 and who has long held close ties to Iran.

In the US, Washington views the deal as a way of allowing for the US-sponsored war on Iraq in a region where sectarian tensions have erupted between Sunnis and Shiites during the past month. These tensions will now be placed within the framework of Iraq's new constitution as the US attempts to avoid having it adopted in a UN council. In an article published in the New York Times on May 3, US Secretary of State John Kerry said: "The Iraqi constitution is an agreement. It is a way that gives us more tools to continue to advance [Iraq's] policy of national unity that includes all of the Sunnis."

The deal between Maliki and his opponents has a certain logic to it. Maliki, a Shi'ite, is seeking to maintain his dominant position during the time of the sectarian fighting that ensued after 2003 when the US-led coalition imposed a long-term occupation over parts of Iraqi territory. He is also seeking to avoid a situation of political disintegration where a Sunni-dominated government would then be discredited by the country's Shiite majority. He is also using the process of electoral reform, which he wants, to further his agenda of strengthening a nationalist Iraq which is at once a bulwark of Shia political dominance and a threat to the Sunni establishment of the country.
